4/24/2015 I investigated complaint on 3/11/15. I met with owner Jason Delaney (563) 599-6831 or (563) 852-3085. Mr. Delaney is currently working with Des Moines to get both a waste tire hauler permit as well as a waste tire storage permit. He has a number of tires waiting to get properly processed, but on this date we were just coming out of winter weather. Therefore, there were a number of tires that were inaccessable due to wet ground conditions. He has everything in place to put in a tire processing facility and is just waiting for the issuance of the proper permits from Des Moines. One of his main goals is to cut the sidewalls from the tires so they can be used by farmers to hold down silage pit covers. The tread portion of the tires will be further processed. I went to City Hall and talked to 2 or 3 municipal employees to inform them that this facility appears to be in compliance and that this is a work in progress and that no violations were noted. I asked them to tell Deanna this as she was not at City Hall on this date. DOUG HAWKER
