5/24/2018	I spoke to the facility owner, Mike Wynia, by phone on 5/23/18. He confirmed that the manure is from his open feedlot and indicated that this is his usual location for stockpiling. He stated that he didn't plan to land apply the manure in the existing pile until fall. The stockpile is <300' from the river to the east, but he stated that the runoff from the pile will not flow to the east. I informed him that the rules require a 400' setback regardless of the drainage direction. An NOV will be sent with a copy of the rules and the open feedlot stockpiling fact sheet.	SHEILA KENNY
