7/16/2009	7/16/09 - I talked to Roy Martin. he said the city has an ordinance allowing a simple on-site sand filter treatment for car washes. He said they had not been testing effluent. I told him it should be tested at least monthly and they need to include petroleum in the testing. He said there is a sanitary sewer nearby. He asked for a letter from me spelling this out. 7/16/2009	7/15/09 - Roy Martin from the city of Boone called (515-432-4433) and reported that the truck wash does drain to a ditch along Snedden Drive. They will be meeting with company officials to resolve the issue.	BILL GROSS
7/14/2009	I was unable to reach the complainant.	BILL GROSS
7/14/2009	I visited the facility and found oil-stained soil around the 250 gallon above ground tank on the east side of the maintenance building and stained soil beneath 2-3 dozen 55-gallon steel drums southeast of the building. Al Irey, manager, sid they store oil to burn in their shop furnace in the winter. He agreed to clean up the soil and improve storage activities. I also looked a the truck wash about one block east. There was some oil spillage on the ground around an above ground tank on the south side of the building. At the wash bays there was no clear sign of petroeum. I did see a PVC pipe coming out of the hillside next to the wash bays with its outlet into a storm sewer drop box along 1st Street to the south. I subsequently asked Dave Mozena (Boone Wastewater Superintendent) to investigate this issue to see if this tube drains the wash bays or just clear water.	BILL GROSS

			11/30/10 - I visited the site and saw staining and drippage. I sent another letter with a new due date for a response. Letter sent requiring cleanup of soil and a plan to improve oil handling.
			11/30/10 - Visited site and found truck wash operating. I talked with the city. No hookup has been done. I sent another NOV with a new due date. Sent letter requiring either a discharge permit application from Madden, or a time schedule for connection to the city sewer.
