10/29/2015	DNR does not have any odor rules or regulations, thus we have no authority to investigate this complaint. The odor comes from a food waste composting operation located on the north side of highway 20 just east of Farley in Dubuque County. We have routinely informed them of the complaints about odor that we are getting and we are infomally encouraging them to work on an odor control plan of action. I will call the complainant and let her know this.	DOUG HAWKER
