3/21/2024	I spoke with Jacob Meister who had applied the manure. He said it was liquid manure originating from his brothers deep pit cattle confinement on the north side of the section. The manure was applied at a rate of 3500 gallons per acre with a tank that holds 9,000 gallons so completing the application over several days was not unreasonable. Based on the statements of the complainant and the operator, I had no reason to believe that a violation had occurred. I called the complainant back and informed him of this but added that he should call back anytime in the future if he believes a violation has occurred.	DON CUNNINGHAM
