7/12/2012	I called the city of Pella and determined that soil was being hauled to the landfill near Tracy. Their consultant, Becky Wehrman called back and reported the soil was as high as 1100 PPM TPH. She said the landfill received an SWA so landfarming was not required. (There was too much rubble to landfarm.) Sara Bixby of the SCISWA landfill then called and admitted to using the soil as daily cover. I told he she needed to cover the soil daily (with Posi-Shell).	BILL GROSS
