1/22/2014	I called facility manager, Barry Root. He reported they had not been turning windrows, but would go out and check around and call me back. He called back a little later and said they were taking up a finished windrow on the west side and moving it to the screening area. This was likely the source of the odor co he had his crew stop. I called Mr. Allgood back and reported this to him.	PAUL BRANDT
