9/9/2021 I, Brian Lee, was on site daily 8/23 to 8/27 and again on 8/30. Please reference attached memo. BRIAN LEE
8/27/2021 I received a call today from John Thompson, who used to work at Chamness until 2013. John said there are numerous holes on the asphalt compost pad and at least one is so deep, they've literally dumped hundreds of tons of rocks in it and compacted it to try to get it to hold. He said you could drive an excavator into it if it wasn't full of the rock they've packed in. He said it's got to have a spring under it, and that's allowing leachate to soak into the groundwater. He is not happy that this has never been fixed and is concerned with the groundwater. KURT LEVETZOW
8/27/2021 At 2:30pm on 8/27/21, neighbor to Chamness, Steve Allgood, called, extremely upset about the carpet and clothing in his house all smell like smoke so bad that he doesn't know what he's going to do to make it so he can stand to live in his own house. He said the smoke comes down through the valley at night and fills his house. He is also going to provide me photos he took, of what he believes are Chamness trucks delivering waste (feedstocks) after hours to Chamness. I asked him where are they dumping. He said he followed them up the hill the other night after the passed his house, he stopped and watched them drive onsite, and dump their load behind the bails on the pad and immediately the push the material up onto the existing piles. I asked him to provide me with those photos. He said he'd try to send them to me. KURT LEVETZOW
8/27/2021 My work cell phone has many many phone numbers of people that have called to complain and or express their concern for human health and the environment as result of this ongoing fire and other nuisance issues Chamness creates. 641-777-1987, 641-814-3955, 641-799-9361, 641-680-8547, 641-680-1992, 641-660-7013, 641-777-4506. I've also received emails and phone calls in the office that without caller ID, I cannot retrieve their phone numbers right now. KURT LEVETZOW
8/27/2021 On 8/27/21 I took a phone call from Tonya Tilley, an Eddyville resident, who expressed serious concerns about her son who has medical conditions, including a collapsed lung and he's been showing signs of the smoke affecting his health. Tonya is pleading that more be done to stop the smoke and odor from impacting Eddyville. Tonya's number is 641-777-1987. KURT LEVETZOW
8/26/2021 I went to Chamness to relieve Brian Lee, as he was onsite the AM hours of the day on 8/25/21. Both Brian and I took photos and video. Chamness staff we using a D8 bulldozer and a trackhoe to move burning derecho waste around, pushing it over the edge of the pile to smother with dirt at the bottom of the hill. Leachate spray irrigation was taking place as well, trying to cool/quench the far east side of the derecho pile. Front end loaders were observed hauling buckets of leachate to dump on the hotspots. The middle lagoon had little to no freeboard and observations of the lagoon would suggest leachate has ran over, however, no impact to Palestine Creek was observed on 8/25/21. KURT LEVETZOW
8/23/2021 I called Gary Chamness around 645am on 8/23/21 and we briefly discussed the status of the fire at the facility. Gary wasn't sure what was burning, but was on his way to the facility. We agreed we'd talk again once he assessed the situation. When I got to the office at 8am, I sent Brian Lee to the facility to assess the situation as well. Brian reported back that the large pile of derecho waste (shredded trees used in the composting process) were charred. Brian was onsite to get photos, video, and to the look at Palestine Creek. Gary and I talked a few additional times prior to noon, as Gary was lining up to have a large dozer onsite to spread the burning mulch. Gary indicated he'd irrigate the fire with leachate if he needed to. I told him if he does, he'd need to either dike up runoff or plug the creek to capture any leachate runoff. He understood and agreed to do so. KURT LEVETZOW
