10/19/2020 Due to the high winds Friday and Saturday, the morning of Saturday Oct 17, 2020, numerous complaints were filed against Chamness for the piles burning and smoking. Some of the calls were from residents of Eddyville. I left Washington around 11am, arrived at the facility 1230pm. I drove in Eddyville to see if I could smell the odor from the fire in town, and I could. I then drove 170th Street, N of Chamness (the gravel road), and while I couldn't see smoke, I intersected the odor NE of Chamness. By the time I arrived at Chamness, I could see the smoke plume from the facility, blowing across the road and blowing NE. I spoke to Danny and Eric onsite. Danny was using a water tank and pump and soaking hotspots to extinguish flames. Eric was driving a frontend loader and scooping damp material and dumping it on hotspots to smother it. I took several photos and videos of my observations. While onsite, I talked to Richard via telephone. Richard was onsite and had just left before I arrived. Before leaving, I stopped at neighbor, Rhonda Van Zante's farm to explain to her what I observed and to listen to her concerns. I explained that while Chamness has achieved a lot of ground toward getting back into compliance, but there is still a lot of work to do and it's going to take time. KURT LEVETZOW
