8/24/2020	Monday, August 24, 2020, the complainant and I texted back and forth about the photos they sent me of the black smoke from Chamness's compost pad. They said the smoke and odor is noxious and causing health effects. I explained that Richard Swan has informed me that the smoke resulting from spontaneous combustion will continue to occur until they get all the old material broken into and mixed in with the moist material. However, from reviewing the photos a bit closer, it appears as though the most recent fire was coming from the DE mixing area. I texted Richard Swan and Gary Chamness, informing them of this, and informing them that we may ask them to stop accepting DE.	KURT LEVETZOW
