9/30/2019 Pictures for stockpiles north of Oskaloosa and the skunk river are as follows: 20190911_112252, 20190911_112259, 20190911-112329 (see attached photos). I also attached aerial photos of the two locations and the picture sent by Randy Pleima from the pile on the south side of Oskaloosa (IMG_0367). BILL GIBBONS
9/30/2019 On September 25. 2019 We received a picture and location of another stockpile of compost material from Chamness in Eddyville from Randy Pleima with Mahaska Rural Water. The picture (IMG_0367) showed foreign material in the pile including large pieces of plastic garbage bags. The pile was located as described by Randy - at the intersection of 267th and Merino Avenue in the Northeast Corner. BILL GIBBONS
9/30/2019 On September 18, 2019 I called Randy VanKooten (Cell #641-891-4096) and spoke to him about the compost. He told me the material did come from Chamness in Eddyville. I informed Randy he needed to make sure the plastics in the compost piles did not cause a littering problem, especially the garbage bags and it would be up to him to pick up the foreign material while it was stockpiled and when it was land-applied to make sure it did not get blown around or get into a nearby waterway (Skunk River) during a rainfall event. 9/30/2019 I called Eric Dursky the Makaska County Sanitarian and asked him if he had seen these piles of compost materials. Eric said he had not seen them but he could go to the location and see what they look like and take some pictures. Eric went to the stockpile location and took three pictures. They showed plastics in the compost materials and some it looked like large pieces of plastic garbage bags. Eric identified the owner of the property as Vern Thorp however the field was being rented by Randy VanKooten. BILL GIBBONS
