11/16/2018	I called Jerry (11/16/18 8:15 am) and he indicated Chamness was not turning yesterday, or this week for that matter. No abnormal loads have been brought in this week. The wind was from the south yesterday. I called Steve back on 11/16/18 at 8:35 am. Left him a message and told him this same info. I told him we would visit again and review their management. I reminded Steve that we do not have specific rules regarding odor and cannot prevent the facility from emitting odor.	BRIAN LEE
