9/23/2015	Met with Chamness Office Mgr, Amy Leer. The tractor identified by the complaint was to be used for PTO power for irrigation of the lagoon wastewater which is permitted by the facilities NPDES Operation Permit. At the time of my 9/23 visit, Chamness was spray irrigating on a parcel of ground immediatly south of the composting pad. This section of ground is listed as outfall 001 (Area#1) in the permit and is a permitted application site. No violations of permit conditions were observed at the time of my visit.	TERRY JONES
