3/2/2012	I received a copy of a lab report from 2/29/12 after I visited the facility that day. I sent back a email with sampling requirements.	BILL GROSS
2/25/2011	2/16/2011 - I met with Wes Holt at Hitop Tire at 2914 Hubbell in Des Moines. He said that a Car Country dumpster of tires (over 100) was hauled to Car Country recently. I informed him of the waste tire hauler registration requirements, and encouraged him to recycle the tires (Liberty Tire). He said Liberty Tire charges to take the tires. 2/25/2011 - I called Dan Cupples. He said he was not aware that he took that many tires from Hilltop. He was aware of the tire hauler registration requirements and reported that he no longer hauls tires.	BILL GROSS
2/11/2011	I visited Car Country and met with Jason Cupple (Dan was out of town). I saw one pile of tires west of the building containing a few hundred tires. Jason reported they do not take in loads of tires and they do not haul them. I also walked the site and found some transmission fluid on the ground in a couple places. I asked Jason to keep this contained. Otherwise the yard was relatively clean. I checked the appliances and found a capacitor in an unmarked, but dammaged washer. One of the workers said he wasn't aware appliances had been delivered. He showed me the refrigerant recovery area and the mercury and capacitor storage areas. They appeared to be properly operated. I asked about stormwater runoff sampling. Jason told me that Dan had the records. 2/11/11 - Dan called me and confirmed they don't take tires. He said he di collect a runoff sample this year, but Keystone Labs told him he didn't need to. I told Dan he needs to and I'm sending him a copy of the regulations pertaining to this. I then called Susie Morrissey of Liberty Tire (complainant). She said that Hilltop Tire at 2914 Hbbell in Des Moines (515-262-5614) has a dumpster for tires in its yard with Car Country listed on the side. I agreed to visit Hilltop to see where their tires are going.	BILL GROSS

			Need to sample runoff in 2011 and submit a copy. 11/4/11 - I visited the facility and met with Dan Cupples. I asked him for his stormwater runoff test results. He reported that it had been so dry that he had not collected a sample yet. He said he planned to collect a sample next week when rain is predicted. He will send me the results.
