2/6/2013	Liquid manure from a confinement was being applied on land identified in the MMP by Brad Eslick (CMS 2813). Application took place on ground that was not snow covered. Mr. Eslick was able to produce application records showing an average application rate less than the allowable 6,600 gallons per acre. I reminded Mr. Eslick of the snow covered/frozen ground rules and gave him a copy of a guidance document. I also brought to his attention that Roger and Judy Eslick's manure applicator certificates have recently expired. No further action.	CHRISTOPHER GELNER
