4/20/2011	On 03/28/11, I met with John McDermott. John stated that the solid manure in question came from an cattle open lot. I did note that the operation did not have a NPDES combined permit as I directed John to obtain in 2009. I gave John four months to empty open front swine or turn it into a confinement.	TOM MCCARTHY
