9/20/2016 On September 9, 2016 Jeremy Klatt and I visited Daybreak Foods Inc. (formerly Sparboe) to investigate a complaint that the company was discharging wastewater from their egg wash water lagoon to a grass water way that eventually discharges to a tributary of the Boone River. Daybreaks normal procedure for WW disposal is land application via a boom irrigation system. We met with Steve Bliesner, Director of Production and discussed the complaint. Mr. Bliesner stated that they had not discharged any WW to the nearby water way but that we were welcome to inspect the site. He contacted Richard Kulow who is in charge of the disposal equipment and had him accompany me to the lagoon site. I observed the alleged location of the discharge and found a flanged pipe but no discharge. Mr. Kulow stated that the pump for the irrigation system is usually in this location but they had been having mechanical troubles so it had been removed for repair. The company was in the process of building a small pump house as it was surmised that exposure to the elements was causing the pump problems. There was water in the grass but it was due to the recent rain. There was no evidence of recent discharge of WW at this location. I toured the entire site with Mr. Kulow observing the treatment lagoons as well as the stormwater ponds. No obvious issues were noted. Mr. Kulow indicated that the pump should be installed soon and that there was adequate storage. I also observed a recently acquired gun irrigator that will attach to the end of the irrigation boom and allow them to access more of the crop field. Upon return to the field office Klatt checked the monthly operation reports and noted that the company had irrigated in the previous reporting period per the WW permit requirements.
