5/14/2015 I visited the water treatment plant and met with the DRC and three other operators. Brandon recently had to let an operator go and suspects the origin of the complaint, especially given the specifics of the complaints, lies with that. We discussed the following: chlorite testing not being done right: The water system has written instructions for performing chlorine dioxide and chlorite testing. All carbon will be changed out by the end of the month. Four are already finished and the other four will be done next. Carbon helps keep the chlorite levels down in the finished water. rusty pipes in clear well are falling in: Three transfer pumps on the older side of the plant were rebuilt since the last sanitary survey. The air relief/vents were rusty, but replaced. They plan to have the summer help paint the pumps and piping this summer. lagoons overflowing to lake: The lagoons are approximately 40 feet lower than the lake and discharge below the dam, so there is no way for them to overflow to the lake. The water system has applied for an NPDES Permit for the lagoons, but its issuance is delayed. JANET GASTINEAU

We discussed the following: gas chlorine safety issues: leak detection sensors were down for a couple of weeks and Jetco and Steve Aldridge, Osceola operator, made repairs. The operators understand they turn on the light and look for leaks prior to turning on the ventilation system and entering the room. Cyclinders are changed using the buddy system and there is an SCBA stored in the laboratory. copper sulfate application problems: Brandon and Gene McNight both have commercial pesticide applicator licenses and a permit to apply aquatic pesticides/copper sulfate was issued by the DNR 1/26/2015. Brandon requested a permit for percarbonate as well, but only received the one for copper sulfate. Percarbonate has been used in the past and he would like to use up the product. He plans to contact Mike Anderson to get a permit for that product as well. They are allowed to apply at a rate of up to 1 ppm, but for the size and depth of the lake, Brandon has a calculation for 0.17 ppm. They applied 5/11/15 for the first time this year. JANET GASTINEAU
