9/30/2013	On Wednesday, September 11, 2013 Brandon Patterson called me back. He said the asphalt had not been separated from the concrete and some of it had been placed in the creek (channel) below the water reservoir spill way as rip rap for erosion control. Brandon said he already had employees working to remove the asphalt from the creek and separating the asphalt from other material brought in that area. They would place the asphalt in an area where it would not be in contact with water and use it appropriately.	BILL GIBBONS
9/30/2013	On Wednesday, September 11, 2013 I talked to Brandon Patterson the water operator for the City of Osceola Water Plant (641-414-9374). I explained the complaint. Brandon said they had been talking concrete and asphalt from projects where they were repairing or replacing water mains and using it for staging it in the area below the spill way. Some if it was being used as Rip Rap (erosion control) in the creek (channel) below the water reservoir spill way but it was supposed to be concrete only. He said he had given instructions for the asphalt to be separated from the concrete but he had not looked to see if that was being done. I explained that the asphalt could be used as clean fill but could not be placed in water ways or places where the asphalt would be in contact with water. Brandon said he would go look and see if asphalt had been placed in the water way below the spill way or separated from the concrete as he had instructed his employees to do, and would call me back.
