7/11/2013 From: Gastineau, Janet [DNR] Sent: Thursday, July 11, 2013 9:42 AM To: Anderson, Michael [DNR] Cc: Veerabhadrappa, Taroon [DNR] Subject: Osceola chemical application permit This system recently submitted an application for chemical application using copper sulfate (you might not even have it yet). Last year they tried the percarbonate but it was not as affective, so they are going back to copper sulfate. They are having a lot of taste and odor problems so he is hoping this review can be expedited. We received a complaint yesterday, which is why I was talking to the operator about this and he asked me to do what I can. Thanks! JANET GASTINEAU
7/11/2013 I called the operator and talked at length about the current taste and odor problems. He was not surprised to hear from me. It goes back to last year when the IRWA study didn't want them to use copper sulfate in the lake so they used another, less effective product. The drought came along and study couldn't commence due to no flow in West lake tributaries. Then the flooding came and washed a lot of nutrients into the lake which produce algal blooms they were not equipped to fight. Brandon is working with their engineer to possibly increase detention for the permanganate to do a better job. He has also submitted an application for chemical application to the DNR to return to copper sulfate. They have to use more copper sulfate every time, so he knows there is something going on as far as nutrient load goes that is increasing the algae in West Lake. They are also changing out their carbon filter media 7/22/2013; these same four were just done about 9 months ago. The other four were done about 6 months ago. They are not getting the same life from the carbon that they have in the past. I called the complainant back and relayed all of this information to him. JANET GASTINEAU
