7/19/2017	I contacted the operator. There was no tower work going on so he went to the EST to make observations. It was apparent the EST had overflowed and this may not have been the first time. Turns out one of the operators adjusted the high level set point so it overflowed. He'll talk to the operators about it.	JANET GASTINEAU
