11/30/2012 Keith Wilken and I visited both the UST/LUST site in Coon Rapids and the alleged disposal site near Lidderdale. We did not find any evidence that PCS was taken from the site. We talked to Unified contracting staff (William Brady and Roger McKin) who were on site installing the new tanks and they said they were not involved in the tank removal although Mr. Kurt Sperry (owner) was also available and said Unified was the contractor for everything. We did not receive 24 hour notification of the pull, so we were at a disadvantage initially not being able to make observations of the tanks, soil etc. Sperry stated that no soil was taken off site. We walked around the site and it did not observe any exposed PCS remnants. As far as the PCS burial it turned out to be a permitted landfarm (77-SDP-57-OSP-PCS) which we only found record of by going to the Country Stores of Carroll office. The consultant also did not report this to the field office as is required. I couldn't find anything in the FOCD or our files, but Keith and I both looked through it while on-site. We also visited the old bulk plant site the PCS came from (over excavation at 310 Court St. in Carroll)), which I did find a record for (site #310263324). This required some scrutiny, but ultimately the allegations did not hold up. THAD NANFITO
