8/8/2013	I observed the dust around the crusher and spoke with Landfill Manager Cindy Turkle who indicated that the crusher generates large quantities of white dust when operating. I sent a letter of Inquiry (attached) to Mr. Krug, and he called me on 8AUG12 and stated that the crusher was operated by Quarry Services, Inc, and that he had not obtained and air construction permit. I advised him I would send an NOV but, if he obtained the permit in a timely manner, I would not recommend an enforcement action.	DAVID MILLER
