7/19/2012	See attached complaint form and note from FEMA via Karen Grimes IDNR. I instructed Jody Gates, director of the Ottumwa landfill to check with IDNR floodplains before moving forward with the project. Also on 7/11/12 I waked between the edge of the creek and the landfill where the brown stained water was observed in the creek bed and did not observe any leachate seeps. I also observed where coal had been surface mined in the past which was most likely the cause of the iron stained water.	BERT NOLL
