7/16/2012	On 7/16/12 I spoke with Jody Gates, Ottumwa Wapello Solid Waste Coordinator, and suggested that prior to begining this project she contacts our flood plains department to determine if a permit is needed. Mrs. Gates mentioned that a hydrology study was required by FEMA and that they had contacted an engineering firm to do so.	BERT NOLL
7/13/2012	Visited the landfill 7/11/12 with Aaron Pickens. Observed red/orange/rust colored material in creek. We walked the area of the creek where the material was observed adjacent to the slopes of the covered landfill cells where garbage was buried. No active leachate seeps were observed. According to landfill manager Steve Jones there was an active coal site, of which some can still be seen, which some times causes this rust color in the creek. The crossing/culvert repair is a FEMA project. I ahve contacted the county solid waste supervisor to determine if possible flood plains permitting has been considered for the project.	BERT NOLL
