6/4/2020 I called and talked to Landfill mgr Chris Betting this morning. Chris indicated that he and Kevin had received calls from the Reck's and in response sprayed the landfill roads with water on June 3, 2020 after the Reck's submitted this complaint on 6/2/20. Mr. Betting indicated that the landfill policy on dust is they spray roads after 3 consecutive days of no rain. Mr. Betting indicated that it had rained on 6/3/20 and the landfill sprayed roads anyway. As for the wind blown litter on the Reck's property, as the complaint indicated the Reck's had picked up the 5 pieces of litter I required no further action from the landfill on that portion of the complaint. However, as there has been legal charges brought against Mr. Reck by the landfill the landfill will not allow their employees to enter the Reck's property. The county therefor periodically hires a 3rd party labor force to pick litter from the Reck's property. There is no frequency on when the litter picking is conducted. The county has also expressed that this situation is expensive for them. This arrangement contradicts the 567 IAC 113 rule requiring that litter picking be conducted daily. It is evident from the frequency of the complaints that an arrangement needs to be made to both satisfy the Reck's and have the landfill achieve as close to compliance as possible with the required daily litter picking.
