3/21/2024	After talking with complainant and then Dave Popp as well, the material observed by the complainant appears to be paint waste in barrels from HNI. It is a special waste that is delivered on a specific day of the week to the landfill. This material is not ACM, just a special waste that may need to be handled better regarding dust. Dave Popp, with the Muscatine Transfer station, said they do not take any ACM, as they send it to Scott Co. Any trucks that do directly deliver must be weighed at the transfer station first.
