12/3/2019 Spoke with OIC Willy O'Brien on 11/18/19. He noted that the force main was pressure tested twice and passed. He further stated he would forward this complaint onto Todd Irwin and discuss with him. He noted that they had been getting odor complaints in this area and have noted a sheen on the water. During a follow up call on 11/20/19 Willy noted that dewatering wells were used during construction. After they were no longer utilized they begin observing odor and "black stuff". They begin pumping from the open storm drain back into the lift station. However, this ceased during the colder recent weather. Blackstone Env. was hired to investigate. The report was submitted to this office and is in the hard file. There was no conclusive answers to the origin of this material. It is possible that it's a product of the wastewater that seeped into the soil with the former line as it was in poor condition. The investigation is ongoing in the source of the observed discharge. This FO will visit the site with Dubuque staff in December to further evaluate the area and discuss the plan moving forward. As records for the lift station note it was constructed properly and pressure testing verified, NFA on this particular complaint. However, staff will continue to work with the city as they address the discharge. AMBER SAUSER
