7/12/2017	Jim Kacer (DNR FO6 staff) and I investigated this complaint on July 3, 2017, and arrived at the Clinton Co Sanitary Landfill at 4:30pm, so as to document the condition of the working face at the end of the working day. We took many photographs of the working face with little cover in some places and no cover in a very large area of the working face. We also observed litter that had not been picked up by the end of the working day. The exposed litter was attracking vectors (flies and vulchers). We spoke to Brock Swan, contract operator and later I spoke to Brad Seward via phone call and email. An NOV was issued for violations observed. This matter will be referred to DNR Legal.
