10/28/2009 I called Jim to see how spill clean up was going. Jim said the ditch had been completely cleaned up to the tile outfall. Today they are working on removing tile up to the black top and should have that done by the end of today. Tomorrow they will start removing the blacktop and pulling the tile out from under it. They are at a point where they can control flow in the event of rainfall. All the rain gutters have been taken off of the tile so roof drainage should no longer be a problem. The tile can be plugged to prevent loss of any product when they stop work for the day. Jim said they are getting a lot of soil. He said that their agonomist said they couldn't land apply the soil this fall because fall application of atrazine is not allowed. They may have to store the soil through the winter and spring apply. I told Jim that he would have to work this out with the Dept. of Ag. I asked what was going to happen to the plastic tile that was being removed. Jim said they were washing it on-site and that the clean plastic was going to a recycler in Webster City. The cleaning water would be added to the other recovered material and would go to the hazardous waste incinerator in Wisconsin. Jim asked about replacing the tile line once it was removed because they did not know if they wanted all the roof drainage on the ground around the railroad tracks. I told him that I had no problem with replacing the tile as long as they used solid tile this time instead of the perforated tile that had been in there. He said that they could do this. I also discussed operational changes to make sure fail safes were in place to prevent overfilling of the tanks in the future. Jim stated that they had already been discussing this. Jim stated that they now had a more accurate estimate of the amount of Keystone they lost - 2700 gallons. He didn't know off hand how may of the totes had been filled with recovered material. I told him to put all of this in his written report. He said he was also going to call Kathy Lee and give her an update. GLENN CARPER
