10/23/2017	I spoke with Jacob Meister today regarding the new cattle confinement he is putting up that is adjacent to the existing open lot #66567. Jacob will own the cattle confinement and the land it sits on after the project is final. This confinement will stay under 1,000 animals at all times. He rents the open lot portion (also <1,000 head) from his dad Ricky. Both sites are different housing and <1,000 animals so they will be considered one site, but will not need permitting at this time. I talked to Jacob about the need for permitting if he goes over 1,000 head in either the confinement or open lots. The open front barn they built on the north side of the open lot is always open for cattle to come and go. At this time both Jacob and his dad Ricky have ownership, but his dad was injured so Jacob does most all of the work.	CINDY MARTENS
