I don't think it will require a floodplain permit, but you should probably check with them too. The helpline number for the IDNR floodplain section is 866-849-0321. I'm just not sure since this is not a stream (technically) if a permit is needed. The corps of engineers requires a joint application be submitted, which you can find at http://www.iowadnr.gov/Environmental-Protection/Land-Quality/Flood-Plain-Management/Flood-Plain-Dev-Permits In this case, it's a fill project of sorts so I'm pretty sure you will need a permit from them.
