9/7/2017 Ryan Stouder (FO6), David Scott (DNR attorney) and I met with Roger Vorhies, Mackenzie (?) and Joe Holden of Faircast, Inc, to discuss AQ topics and their intentions of dealing with the former fill site (referred to as the "soccer field dump area" and their future plans of either reusing or disposing of foundry sand as it's generated. We started the discussion by reminded them that the old soccer field dump area cannot be added to at this time. The Faircast staff asked if plans were developed, submitted to DNR for review and if DNR were to approve the plans, if it'd ever be possible to level the site off and resume filling at the soccer field dump area. Dave Scott and I explained that DNR's Solid Waste Section had been requesting the former owners to submit such plans and since plans were never submitted, DNR required them to stop filling at that location. Mr. Vorhies requested copies of the correspondence from DNR to the former owners, which prohibited filling. I indicated I would send the requested documents to Mr. Vorhies. The Faircast staff also asked about constructing their own monofill for foundry sand at the soccer field dump area. While that may be a possibility, we tried to discourage them from doing due to high costs associated with landfill construction and ongoing maintenance and monitoring and we indicated they would have to work closely with DNR Solid Waste Section if they pursue permitting their own monofill. We discussed the possibility of Faircast using Terry Winn's local limestone quarry as a BUD fill site. We indicated that would be a possibility, provided they comply with stipulations of 567 IAC 108, including 5' of separation from groundwater, groundwater testing and quarterly metals testing. We also explained that they may be required to obtain a BUD, even though foundry sand is listed as a universally approved fill material. Faircast staff indicated they're not sure they want to haul to Winn Quarry vs just hauling to the SEMCO Landfill. Before we left the City of Fairfield we verified that no additional dumping of foundry sand at the soccer field dump area has been taking place. For now, Faircast staff know they can haul stockpiled foundry sand to SEMCO until they determine their long term strategy for reuse or disposal at a landfill. KURT LEVETZOW
