10/19/2009 On 10/19/2009 at ~1500 Mr. Wiegand and Mr. Walters contacted the field office to report an incident with the water supply system. They were performing the weekly monitoring for phosphates when they noticed the results were low. In the distribution it was 0.5 ppm and at the source it was 0.2 ppm. Per Mr. Wiegand, they need to maintain 1.0 ppm 95% of the time. The phosphate used is a Zinc Phosphate, MSW109, with a pH <1 from Nalco Company. It was suspected that the pump was air bound. An inspection of the pump confirmed that it was. As they were working to correct the problem, one of the operators noted that the day tank was low and grabbed a drum to fill it. When they started the pump they noticed that lines began to gel up. They inspected the drum and determined that the operator had filled the day tank with a high pH cleaner or caustic soda. Once it was realized that caustic soda had been used to fill the day tank they valved off the discharge line to the pump and to the potable system. Mechanics are in the process of tearing the injector, and lines apart to inspect and clean them. The day tank has been dumped and cleaned. They were asked if they had depressurized any portion of the line. The line being worked on is in the plant and before going to plant. At this time they have enough in storage for ~1 day. It was suggested that a boil order be issued; and once repairs are made to boost the chlorine residuals and take two sets of bacterial samples 24 hours apart before lifting the boil order. They were asked if they were gong to follow with a written report. They indicated that they probably would. MARK HEIDERSCHEIT
