5/8/2017	Ethon Smith (CMSR16916) called at or about 2:22 p.m. today to report that, while hauling manure, he came to a 4 way intersection that is “kind of rough” and sloshed 40 to 50 gallons of hog manure out of the tank. All of the manure remained on the gravel road surface. When he called, he described the current condition of the impacted area on the road as dry but stained. The intersection is at 280th Avenue & 130th Street near Tabor in Fremont County. The manure originated at the J6 Parks Finishing site (#67223) just south of that intersection on 280th Avenue. I did not assign a spill number. I discussed the definition of a “release” with Mr. Smith and explained why I was not assigning a spill number. I also advised him that, if there is ANY doubt, it is always best to contact DNR and let us decide if the event is a release that needs to be reported.	DAN OLSON
