I appreciate you taking an interest in the water quality here in Osceola. I wanted to follow-up regarding your text message yesterday. I haven’t talked with anyone out of Kansas City regarding water treatment. I have been working with Calgon Carbon regarding a different carbon for the water plant. It appears that this product is better suited for surface water treatment. It would also appear that this product will have better disinfection by product removal and a longer life expectancy. A longer life expectancy would be a huge benefit to us regarding cost. I am currently working with them on options for our plant. I am very excited and hope this will help with taste and odor issues I have battled at West Lake. The other vender that has been in contact with us is Innovative Coatings and Materials. The business card I have has an address of Ackworth, Ia. They are proposing we introduce bacteria into the lake to consume the phosphorus and nitrogen which ultimately the algae feed on. They came to the water board meeting Feb 2nd and gave a presentation to the board. I don’t feel this product is a feasible option for our setup. This product would do well in a smaller scale setting, like a lagoon. West Lake in my opinion is far too big to manage the bacteria. Another big concern is cost. The figure he gave us at the meeting was between $30,000 - $35,000 a month. A more current cost from Mark would likely be closer to $10,000/month. From a regulation standpoint they currently don’t have an NSF approved product. NSF International (formally the National Sanitation Foundation) is an OSHA accredited third party entity which certifies and attests to the safety and effectiveness of a product. The American Water Works Association requires NSF certification for any chemical used in the water treatment process. They would also have to have several conversations with DNR as well. Once applied to the lake these bacteria are designed to eat the phosphorus and nutrients. The lake has certain algae and plant life that are good in the lake and also require phosphorus and nutrients to survive. A concern of mine would be the bacteria take away from the good things in the lake. Des Moines Water Works worked with these folks and did some pilot testing in their lab. While the bacteria did consume all the nitrates they saw a variety of negative side effects. One of the side effects was a huge amount of Toc. Toc is heavily regulated in surface water and is already an issue we struggle with. Des Moines has informed me they have halted all research with this product. The current products I am using to treat the lake during the summer months are the same methods used by other water utilities and is what is recommend by the IDNR. At this time, I do not feel comfortable with this product as an option for Osceola. Please feel free to contact me if you would like to discuss further.
