10/12/2016	Doug Miller called and asked if each City was required to offer a curbside recycling program, because Buffalo Center was recalcitrant. I stated that there was no requirement in the Iowa Administrative Code for this, but 28e Planning Agreements often state that all signatories will commit to doing so as part of the area waste reduction goals. Suggested he read through the Planning Agreement to see if Buffalo Center had made this commitment.	DAVID MILLER
