9/8/2016 Barb called to inform FO that Golden Grain began discharging to the city collection system sometime during the 1st or 2nd week of august without notifying the city. Barb stated that they found out about the discharge from odor complaints from customers on the sanitary sewer. Barb could not get any information from Golden Grain and is going to estimate their flows for the August MOR. She stated that the city is meeting with Golden Grain today and plans to take enforcement action and surcharge them for the unaccounted flows. Barb stated that she has a draft permit for Golden Grain but we discussed and I stated she could just submit the final permit in about a month when it is finalized. Barb stated that they can not prove it but question if their foaming issues at the WWTP were caused by the Golden Grain discharge. She also stated that they pulled a sample immediately downstream of the plant and the city sample is significantly higher BOD concentration in comparison to the submitted sample from Golden Grain.
