6/9/2016 Troy called asking why Emily's attorney had "reports" that he's never seen. I asked Troy if he was referring to the memos from my last two visits in May. He said yes. I explained that memos are internal documents that aren't sent out, UNLESS, the public requests them, which is what happened. He then asked why my reports tell a different story than what we discuss on site. I told him that's not the case, and asked for examples. He brought up the tires. He asked how many waste tires can he have onsite, I replied 500 per IAC, however, ACO required total cleanup, including tires. We discussed shingles and he once told me he wasn't bringing more onsite, yet they keep showing up, we discussed the waste oil totes and how he once told me those had waste frier grease and I kept asking him to move them inside then on my May visit he claimed they use that "new grease" for greasing trucks moving parts, yet the totes were full to the brim with grease and stormwater. We discussed the salvage yard and stormwater permit requirement....I explained that the very start, he wasn't planning to have scrap metal onsite thus no stormwater permit, now he's got scrap onsite and he refuses to get a permit. He informed me his boys were having bonfire, using pallets and wanted to know if that was ok. I explained that given his situation, I'd not burn pallets instead I'd use firewood so no one can question him. He then said they're having auction at his home place and the left over stuff that doesn't sell he wants to burn. I explained that he can only burn SW exempt from OB rules.
