Even more ideally, this test would have been conducted after hours and DAS could have flushed before staff was even aware of the test. There is nothing that needs to be done with DMWW as they would have had nothing to do with this. Backflow prevention devices are required to be tested annually, so you can rest assured that is being done. Since this was a relatively controlled situation with no mains being excavated or cut into, the risks to the distribution system in the Wallace Building are greatly reduced and service should be back to normal. They now are saying it was from a “routine maintenance test on the backflow preventer at the Wallace State Office Building”. Should the follow-up still be with DMWW or with DAS on best practices after a pressure loss? ________________________________________ From: Walters, Lisa [DNR] Sent: Tuesday, May 31, 2016 2:19 PM To: Moeller, Mark [DNR] Cc: Shellenberger, Anthony [DNR]; Gastineau, Janet [DNR] Subject: RE: Temp No Water I was just in a meeting with DAS Tim Ryburn and he had no idea the water was off – saying it wasn’t something orchestrated by DAS – he said it must’ve been the city. He had no messages on his phone either regarding this outage – he checked his phone while in the meeting with us to see if he could inform us of anything. So can someone from water supply let DAS Customer Service/Tim Ryburn know they should’ve flushed the system? This wasn’t done. The water was out for maybe 5-10 mins – 12:20-12:30ish. From: Moeller, Mark [DNR] Sent: Tuesday, May 31, 2016 1:35 PM To: Walters, Lisa [DNR] Cc: Shellenberger, Anthony [DNR]; Gastineau, Janet [DNR] Subject: RE: Temp No Water Lisa, DAS should be reporting a pressure loss event to Des Moines Water Works (DMWW) if it’s a problem in the system, otherwise DAS should have a reason for the loss of water. DMWW would assess whether this is a main break situation and contact the Field Office if there is a pressure loss event. There is protocol to follow for a public water supply during a main break. Wallace Building should at least be notified of this event and flushing should be implemented by DAS. Janet, would you recommend anything else? I’m not sure how long the water was out, as I was out to lunch. Pressure was back when I returned at 1pm. From: Walters, Lisa [DNR] Sent: Tuesday, May 31, 2016 12:35 PM To: Moeller, Mark [DNR] Cc: Shellenberger, Anthony [DNR] Subject: Temp No Water Importance: High Mark – since you are in Water Supply, wanted you to be aware that there was a period of time when the water was shut off or not working around 12:20 today. I called into DAS they said they had another report of it and are checking into it. They said not to send anything out to staff about it when I asked. The water in the toilets was not working, the faucets nor the drinking fountains. Someone reported that when the toilet water receded and then came back out it was a yucky orange color. What is the protocol for when water has been shut off – do the lines need flushed? DAS wasn’t even aware it seems that there was an issue so I’d like to ensure it was handled correctly after the break in water service. Do staff need notified to not drink right away until it’s been flushed? Thanks, JANET GASTINEAU
