5/13/2016	Mr.Behrens farms adjacent to the Pilot truck stop at the Atilissa exit. the truck stop has a wastewater lagoon that when it discharges the flow travels overland across Mr. Behrens field. Mr. Behrens asked if he could install a tile that would capture the lagoon discharge and run it underground to the road ditch instead of going overland through the field. I told him that tiling was an agricultural activity and not covered by DNR. I suggested he contact IDOT to see if they had any trouble with him putting a tile in the ROW. the Pilot ww permit does note that the lagoon discharge does go to the ROW.	RUSSELL ROYCE
