5/9/2016	Stacy called back a couple hours later and stated that Webster County had referred her back to the DNR. I explained that, in the absence of specific laws speaking to odors and flies, there were only two options: 1 – take the approach that the flies pose a public health hazard and, if Webster County is non-responsive, she could try the State Health Department and 2 – Consult an attorney to determine if the situation was actionable under the nuisance laws. 5/9/2016	Stacy called from Vincent and said that there are several barns with millions of chickens two miles away; the odor is terrible and the entire town of Vincent has a plague of flies which are a health hazard. I advised her that the DNR does not regulate odors and recommended that she call the Webster County Health Department to see if they could assist. She asked what else she could do and I suggested that there are nuisance laws on the books, but she would have to retain an attorney to prosecute under those statutes. She thanked me and said she would likely do both of these things.	DAVID MILLER
