4/8/2016 Jeremy Klatt and Carl Berg stopped into the landfill on another matter and noted that a quantity of waste and soil had been excavated and was sitting out with no cover (see attached photo dated 6APR16). I called Dan Aastrup today and asked him what was happening there, and he stated that they needed to pull up some waste to get some equipment in for the adjacent cell construction. I asked why they didn't move the waste over to the working face or put some cover on it and he stated that it was infeasible due to the side slope grade. I reminded him of the vector attraction requirements and told him that, in the future, they needed to sequence the construction or filling plans in a way that would always allow the waste to be properly covered.
