2/19/2016 It is also noted that previously submitted MOR reports (April 2015 to September 2015) also appeared to have incorrect chlorine monitoring data. Each day of monitoring for all of these months showed chlorine residuals were exactly at the state minimum requirements (0.3 ppm for free chlorine and 1.5 ppm for total chlorine). One of the months (September) had sampling data reported for the 31st day even though the month only has 30 days in it. DAVID KNOLL
2/19/2016 After reviewing the previous 6 months of MORs, I determined that MORs were submitted late in September and December, and no MOR was submitted in November. Additionally, I discovered that identical daily chlorine monitoring results were being reported for the three most recent MORs submitted (Oct, Dec, Jan). I contacted Brenda to discuss the continued issues with MORs being received late and with the suspect chlorine sampling data being reported. I explained the importance of resolving the MOR issues and the potential health impacts to their workers if the disinfectant is not being properly monitored. I stated we would like to meet with her and the Goodell staff in Mason City to discuss these issues further and hopefully get the facility back on track. I stated that four NOVs have already been sent for the MOR violations and the DNR is planning to pursue further enforcement action if problems persist. I referenced the previous (fourth) NOV which Brenda was sent a copy of. Brenda stated she will contact the facility to determine what is happening and call me back yet today. DAVID KNOLL
