11/25/2015	Bill works with the City of Evansdale. We discussed the sludge lagoon liner is torn and cannot be fixed until spring. Bill is going to send me a summary of correspondence between he and the liner manufacturer detailing how to stabilize the tear and a rough schedule for fixing it. City will have to use the structure until it can be fixed.	BRIAN JERGENSON
