10/28/2015	The Neal South facility, located at 2761 Port Neal Circle in Salix, has a monofill for coal combustion reside (ash). The monofill is unlined and there is no leachate collection system or discharge line, however, at around noon today they discovered some evidence of leachate coming up out of the ground near the toe of the berm. There is nothing flowing today, but during rainfall events, they may have had some discharge to the drainage ditch that leads to Snyder Bend (about 1 mile away). They estimate that the discharge rate would be minimal (0.5 to 1 gpm). They conducted some pH testing and found elevated levels (11.74 at toe of berm, 10 in pooled water within the drainage ditch, and about 9.5 at the culvert leading into Snyder Bend). They will continue to investigate the cause and possible corrective actions, but I instructed them to use interim measures (i.e. containment berm) to prevent any further discharge to the drainage ditch. Danielle will follow up with a 30-day report, and I gave her 102815-SLK-1345 as an incident number.	SHEILA KENNY
