10/8/2015	Call from representative of Chamness Enterprises regarding land application of wastewater from Essentia (fka Proliant) in Harlan. Wanting to land apply on some new fields at a lower application rate. He wanted to know if they could do the application without any permits from the department since it was at a lower rate and the pollutant levels would therefore be lower also. I advised him that their previous permit was for a non-discharging facility and that they had recently recieved a permit for land application to specific fields. Therefore, they could not apply anything that was not specifically allowed for in their permits. If they desired to deviate from those parameters they would need to contact their permit writer to work out the details.	JERRY JORDISON
