7/24/2015 Alison, As per our telephone conversation this morning, you have still not authorized land application without a permit on Site No. 01 at the Essential Harlan facility. You indicated two reasons for denial: 1. One on the stakes set for delineation of the application site was set too close to the creek as determined by DNR Field Office staff using a simple hand held range finder. Our staff, Jim Leiding, plans to be on site tomorrow (Wednesday) with our surveying staff and they will set steel posts at the edges of the land application area. He will contact you when they are ready for Field Office staff to review the locations of the markers. Please have your Field Office staff review the locations of the markers tomorrow when our staff are on site and submit your report to Thabit Hamoud this week. Thabit is ready to approve the Engineering Report and request for permit amendment to include land application on Site No. 1 and Site No. 2. 2. You are concerned about potential lagoon leakage on groundwater quality at Site No. 1. Please review the attached monitoring well information. It appears that there is no significant degradation of the groundwater quality attributed to the lagoons. The preliminary results of the lagoon leakage test after 17 day of operation indicate that the lagoon leakage is less than 0.03 inch per day. This is significantly lower leakage rate than the 1/8 inch per day (0.125 inch/day) DNR design standard that was in effect during the design and construction of the lagoons. Therefore, it appears that there should be little concern regarding groundwater impacts for application on Site No. 1. Please review this data and issue authorization for land application without a permit on Site No. 1. Essentia has purchased additional traveling gun irrigation equipment for use on Site No. 1.
