7/24/2015 Alison, We are considering the following approach for evaluating the three storage lagoon liners at the Essentia Protein Solutions plant near Harlan, as required by the April 7 Notice of Violation. 1. Monitor one lagoon at a time for a period of at least three weeks each lagoon 2. Isolate lagoon influent and effluent piping (no flow in or out of lagoon during period of evaluation) 3. Install a barrel in the lagoon with top of barrel approximately six inches above the lagoon water surface. 4. Fill barrel with water to same elevation as the lagoon water surface 5. Install electronic level sensing equipment in the barrel and in another sensor in a stilling well outside the barrel for recording lagoon water level 6. Monitor the lagoon and barrel water levels daily with electronic data recording. 7. Evaluate the net potential lagoon leakage rate as the difference between barrel water level and lagoon water level divided by the time interval. 8. Compare estimated potential lagoon leakage rate with the design standard requirements that were in effect when lagoon was constructed.
