7/13/2015 1434 hrs: I contacted Scott Wicks, of Farm Nutrients. I was previously informed earlier in the day, by Bill Ehm, IDNR DA, that he and Scott had spoken about litter stockpiling at this facility over the weekend. During my conversation with Scott, he explained that IDALS will not issue a permit for Farm Nutrients to transfer manure from the Dows site to their (Farm Nutrients) litter storage facility near Galt. Basically, IDALS doesn't want the litter to be hauled down the road. Consequently, they will be stockpiling litter on-site. He stated they will be utilizing the driveway alongside the facility storage building as this will afford them a compacted base for the stockpile(s). I explained to Scott that, as a 200A facility, the DNR will not regulate the stockpile(s), however if need be, we could conduct a site visit to look for any concerns we might have. I further stated the stockpile(s) should not be near tile intakes, low spots where water ponds, or places where water can runoff, wells, etc. Otherwise, I stated he should stockpile in accordance with USDA/IDALS requirements. Scott did not feel that a DNR site visit is necessary at this time, but that he had wanted us to know what they were up to before we started receiving complaints.
